Located in the middle of the city that is currently run by a dictator. It is a large high rise building with a few exclusive clubs, a hotel, and a mall on the street level.

Deciding this was the safest place to land in a city of thieves she touched down gracefully in front of the council building. She perused the mall looking for any abnormalities and didn't notice any. In fact the whole city existed as it seemed to the last time she came.
