This is one of the strictest hierarchies of them all, excluding the angels. Since the three factions can never agree, they are always striving for control of the city. I will denote who is in charge at the beginning of an rp in this city and then it will be up to the rp-ers to change it if they want to through their actions within the rp. The leader shall be posted here and kept up-to-date whenever it changes.
