Just apply normal laws that you are familiar with plus these:
-No sheltering of an unregistered creature
-All creatures wishing to visit must register with the Department of Interspecial Contact (or DIC pronounced dick, as in, thats how they act)
-Any unregistered creature caught within city limits will be immediately escorted out. Force will be used if necessary and deadly force is allowed in necessary circumstances.
-Creature is defined as any non-human, even citizens of Tiroch.
